Swiss–Vietnamese Dialogue on International Arbitration and the Development of VIFC

Hanoi, 17 July 2026 — SwissCham ASIA and Singularity Academy concluded their two-week business and institutional journey in Viet Nam with an important meeting this afternoon with Mr. Nguyễn Văn Tiến, Deputy Chief Justice of the Superior People’s Court of Viet Nam, in Hanoi.
SwissCham ASIA was represented by its Chairman, Dr. Urs Lustenberger, while Singularity Academy was represented by its Founder and President, Prof. Dr. Ying Zhang. The meeting was also joined by a delegation from Da Nang City led by Mr. Hồ Kỳ Minh, Chairman of VIFC Da Nang, together with representatives from his office, including including Yen Pham Nguyen Hoang, the VIFC officer and Mr. Dang Dinh Duc - Standing Vice Chairman of Viet Nam International Financial Centre in Da Nang City (VIFC-DN)
The main legal discussion was led by Dr. Urs Lustenberger, an experienced arbitration lawyer and judge and Founding Partner of Lustenberger + Partner, a leading Swiss law firm with extensive expertise in international arbitration.
Dr. Lustenberger and Deputy Chief Justice Nguyễn Văn Tiến exchanged views on several important legal and institutional questions concerning the development of international arbitration in Viet Nam, including:
the recognition and enforcement of foreign and international arbitral awards in Viet Nam;
the legal status and enforceability of awards rendered by a future arbitration centre operating within the VIFC Da Nang framework;
the distinction between domestic and international arbitration under Vietnamese law;
the jurisdiction and supporting role of Vietnamese courts in arbitration proceedings; and
the importance of legal certainty, procedural efficiency and alignment with internationally recognised arbitration standards.
The meeting formed part of the broader cooperation among SwissCham ASIA, Singularity Academy, Da Nang City and VIFC Da Nang to support the development of a credible and internationally competitive financial centre.
A reliable arbitration and enforcement framework is essential for attracting international investors, financial institutions and multinational companies. It gives market participants confidence that commercial disputes can be resolved independently, efficiently and predictably.
The discussion provided valuable judicial and international perspectives on how VIFC Da Nang could develop an effective dispute-resolution mechanism that is firmly grounded in Vietnamese law while remaining compatible with international commercial practice.
SwissCham ASIA and Singularity Academy, as a Swiss business organisation and an international think tank respectively, remain committed to strengthening legal, financial, institutional and business cooperation between Switzerland and Viet Nam and to contributing relevant Swiss and international expertise to the development of VIFC Da Nang.
